Peter Lance, the investigative journalist who has accused his arresting officer — Kasi Beutel — of forging his signature during a DUI stop as well as several other instances of misconduct, filed a declaration on 11/1 in support of his motion to dismiss, citing “outrageous governmental conduct.” Examples, he says, are contradicting statements between documents and testimony from Beutel that show she committed perjury, and that evidence in the case — an audio recording — had been destroyed by another officer.
