A $236,000 check from the federal Department of Transportation will allow the City of Goleta to conduct engineering and traffic studies along a stretch of Hollister Avenue in Old Town, an area the city hopes to make more bicyclist and pedestrian friendly. TIGER received nearly 800 applications asking for $9 billion in funding.
