Man Allegedly Used Collect Call to Threaten American Lung Association

An investigation by Santa Barbara Police into a bomb threat to the American Lung Association, located at 1510 San Andres St., on August 19 led officers to arrest a man who was already an inmate at the Santa Barbara County Jail.

A woman who worked at the Lung Association office received a collect call around 2:10 p.m. on August 19. When the automated collect system paused for the collect caller to identify himself, however, he simply stated that there was a bomb in the building and only he knew where it was. The woman closed the business and notified police. According to a police report of the incident, officers eventually traced that collect call to Frank Santos Flores, a 43-year-old jail inmate. He was charged with falsely reporting a bomb threat.
