Briefing Sought to ‘Target’ Journalists to Spread Good News

Last week, The Santa Barbara Independent reported that the federal, state, and local agencies involved in cleaning up the Refugio Oil Spill created a media briefing proposal that sought to “target” six journalists so they would help “tell the ‘progress’ story.” Attached below is a copy of that proposal.

We have wondered exactly who within the Unified Command’s Joint Information Center — which includes Plains All American Pipeline — was tasked with generating the list. And, moreover, we have been curious why so many reporters in Santa Barbara and beyond didn’t make the cut. The Independent has submitted a Freedom of Information Act (FIOA) request for all of the Joint Information Center’s media inquiry records to better understand its public relations strategy.
