"Rumors" have it that tour operators have applied for permits with City Hall to operate a shark diving experience in Northern Santa Barbara County... and might be chumming the waters to drum up business - which encourages the presence of larger predators - that would help to create an international tourist attraction.
This could possibly explain the heightened activity... never know about these "rumors."

Beware the foreigners! More than 50% of them come from OTHER PLACES!
They have strange customs and horrifying cultural differences. And they have the gall to come to our country and take our knowledge away by this "learning." I find the whole thing sickening.

Twiin's lack of personal responsibility has transformed from annoying into comedy gold. It's a shame that so many local vendors will have to suffer as a result of their borderline-negligent incompetence.
As for the issue of "being treated differently than other promoters" - other promoters are probably competent business-people.
Lynn is working for free on this one? A "great revenue generator," huh? Tell that to Marborg and all the other angry local vendors who got shafted by Twiin Productions.
If the knucklehead Pembertons were as business-savvy and dedicated to the city as some seem to think, they would PAY the people who make the festival happen for them. Right now all this "revenue-generation" talk is sheer nonsense.

The Pembertons act like a couple of shady charlatans; they claim to support the City's wishes and respect the residents of SB - all the while holding up their middle finger to the Parks & Rec dept. and whining to the media instead of using that effort to move or fix their defective, problematic, and sprawling festival.
Maybe they're too busy counterfeiting more city documents (like the waterfront parking pass debacle of last year.) Good Riddance to Twiin Productions.
