Most of Manhattan, including much of Harlem, is really very safe. And New York City, Harlem included, serves as an example of a situation in which police measures, along with many other factors, have resulted in a profound decrease in crime over the past few decades.

I know this is mostly unrelated to the topic at hand, but I simply could not ignore it.
