Hmm, East Beach Wine has wine "tasting" but one isn't allowed to drink beer on the beach in Santa Barbara...I suppose taking a hit off of a joint is completely out of the question.

Well, of course, billclausen!
That's SB County for ya; you can be a drunk as long as you are of a certain financial status. You can't be a drunk if you are poor or homeless and have to indulge in your addiction in public...and can't afford a permit to do so.
FWIW: I'm not wild about people who drink, drive, and defend the whole alcohol culture in general. My Dad was sitting in his car a legal, marked left turn pocket, headed home from the store, when he was rear-ended by a drunk (under the legal limit, but still quite impaired nonetheless) doctor in a giant SUV, racing on his way to a dinner party.
Enough of the nonstop celebration of people poisoning themselves with alcohol, and then getting behind the wheel taking the innocent lives of others in their hands.
