I really think it's time someone investigates the GWD, customers haven't received bills in months. But more importantly this is another City of Bell with huge expensive senior management staff. The District has somewhere between 6 and 8 employees in senior management positions making somewhere between $250,000 and $350,000 per year each, exact figures should be determined. This is unacceptable on many levels independent of the hapless operation noted above. A million dollars plus in management salaries is absolutely unacceptable for a small and simple operation as the District, what exactly do all these managers do all day? They are certainly not fixing the billing or water problem described above as it has gone on for over six months now. The customers of the District are paying these salaries with increased water bills (when we can actually get a bill) and receive nothing in return. Where is the accountability for these outrageous salaries and top heavy management structure? This is exactly the same as the City of Bell fiasco whereas the public was blindly unaware of the issue until it was finally exposed years later.

Very forward thinking to be planning 80 years in advance for the year 2100. But the question remains while we're in a drought and all the creeks are dry, why is the Goleta Slough at it's highest water level? Why is this stagnant water allowed to sit there and breed mosquitoes?

So why does an issue that concerns Goleta residents have a hearing in Pismo Beach? Take a look at the area from Google Earth, this place is massive. with all those cubic feet of natural gas has any question been raised about safety. It's funny riding along the bike trail it looks like a nature preserve.

It's ironic that while other creeks are bone dry the Goleta Slough is full of water and has been since last year. One can only wonder how stagnant that water has become without incoming tidal flow. In addition to the Steel Head Trout let's not forget the Tidewater Gobi's also live in this area.
