And more water sold means less for the future. There are ways they can cut back on expenses. There are no FIXED costs to any endeavor EVER, you can always save money. Your gym analogy is stupid because the gym is a fixed resource, it's NOT consumed! Let me guess you must be on the Montecito Water Board?

I'm not even sure they would necessarily have to cut staff. But:
Some upper level might consider a pay cut (temp or perm); it'd def help their PR and budget.
PLUS, I bet there's a million ways in the office to save money. I'm pretty good at efficiency and identifying waste so that's always my first strategy before making people lose their jobs.

What's getting lost here is the residents did more than their fair share to conserve and are now getting penalized for it. If there's a budget shortfall, perhaps they should start looking at how to cut administrative costs before wasting water and punishing the community for going above and beyond their duty to conserve.
