Its cause they are all gangsters and mafioso, they only live for getting money to pay their capo.. usually burglaries , robberies , selling drugs , car thefts , shoplifting .

We got 17 different street gangs in SB alone. all doing the above..

If they legalize the drugs then not many people would use them, they use because they want to do sometihng illegal and drugs aren't harming anyone else so its a cool way to break the law..
