The problem at Muni is the high cost of the golf course maintenance. There is no problem with the operation of the pro shop. There is no problem with the operation of the restaurant.
Don't mess with the entities that are functioning appropriately! Just have a new maintenance crew take over that function. This is not rocket science. The solution is simple.

The big problem with our municipal golf course is with the cost of maintenance. There is no problem with management of the pro shop or the operation of the restaurant. Therefore, the only change necessary is to contract out each separate entity. The current maintenance crew will be relocated to parks and recreation maintenance so none of them will be at risk of losing their jobs. A new contract for maintenance makes sense but to mess with the other functions is a bad idea.
Part of the reason the course doesn't do better financially, is because the city doesn't seem to understand how to get more players onto the golf course during less than busy times.
