The author incorrectly states that rear and side lights are required at night. The only light required is a single front light, specifically, "A lamp emitting a white light that, while the bicycle is in motion, illuminates the highway, sidewalk, or bikeway in front of the bicyclist and is visible from a distance of 300 feet in front and from the sides of the bicycle" VC sec. 21201 (d)(1). the only other requirements are rear and side reflectors (not lights).
Of course, riding with a rear light makes you exponentially more visible at night and is advisable.
