Around since the 1980s — when people wrote checks — the program will now be garnering about $12,000 a year for the county, down from the $57,600 it once collected. The program works like this: Bad-check writers are referred by the vendor to the program, where they can avoid prosecution by taking a class, paying a fine, and making good on the check.
