One organization that has helped train volunteers to clean seabirds from oil spill damage is the Oiled Wildlife Care Network organization, which I learned of through San Rafael Wildcare. It is a bit far. But this group has sent volunteers to many oil spills. Perhaps some individuals can become trained for the next oil spill.
