A second degree murder charge has been filed against Lanie Tyrone Richardson in connection with last week’s hit-and-run incident, which took place early Wednesday morning on East Valley Road between Montecito and Summerland, and left one woman dead and another critically injured.
Richardson, 28, was described in initial press reports as one of two “good Samaritans” who picked the women off the road and drove them to Cottage Hospital. But the California Highway Patrol contends that the two victims — Allison J. Meadows, 26, who was killed, and Lindsay Keebler, 25, who is in critical condition — were passengers in Richardson’s car.
Details surrounding the accident have been notably murky, giving rise to the suggestion the two women might have been injured while “car surfing.” CHP spokesperson Javier Garcia declined to confirm such accounts, stating only that in his initial statement Richardson was trying to “cover his tracks.”
Richardson, also charged with gross vehicular manslaughter while intoxicated, has three previous DUIs and was reportedly driving on a suspended license. Said DA Joyce Dudley of the decision to file a murder charge: “[It] is based upon an allegation that the actions of the defendant showed a conscious disregard for human life.” Richardson is being held on $500,000 bail, and his arraignment is scheduled for June 20.
Meadows, a Santa Barbara resident originally from Paso Robles, was an employee at Issels Cancer Treatment Center in Santa Barbara; according to posts on Facebook, a vigil was held last Thursday night in Paso Robles to honor her memory. Keebler works for Latitude 34˚ Technologies in Goleta.

Might be ghost riding too since there doesn't seem to be anyone at the wheel. You'd need cruise control and a good front-end alignment to pull this off.
If those girls were car surfing, I bet they fell off when the car went over "the bump" on East Valley.

Typical liberal involvement in an accident. Two people accidentally fell off a car and they have to blame somebody. It's sad when law enforcement falls to the liberal ways and must point the finger.

She MAY have died as a result of a poor choice while intoxicated but the details surrounding the death of Ms. Meadows have yet to be confirmed. Regardless of the cause, please remember when making comments here that someone died and someone was seriously injured. Please be respectful. Family and friends are grieving.

DanVac, I detest the "liberal/conservative" labeling system that many on here subscribe to. Also, I NEVER agree w/ SezMerde.
But I have to agree w/ him/her/it on your use of the "liberal" labeling to describe this incident (note the reluctance to use the word "accident" because that is NOT what happened).
This was no accident, it was an incident created by intoxication & the lure of the thrill coupled w/ a reduced lack of common sense or intelligence.
It is kind of the same way that I go to a BMX track @ my 1/2 century old mark & jump 15'-25' doubles on my bike or drop in on a skateramp or a wave or zip down a snowy mountain on a snowboard.
Sure, there are risks involved, but big differences between the individuals in this incident & me are:
1) I'm not intoxicated when I participate in these activities.
2) The proper safety gear is in place.
3) All my "moves" are calculated.
4) Any consequences of my actions are dealt w/ on my dime.
5) I do these activities on my own, no assistance from others.
In all, it has nothing to do w/ a socio-political label that gets thrown around here like poo in the monkey cage @ the zoo :) henry

Thank you hank, That socio-political label crap is almost as yesterdays news as the race card being thrown around when it comes to gangs. Right and wrong seem pretty obvious with out the labels trying to qualify it all the time.
What will be really interesting are the toxicology reports on all of them. I am saddened by these events, but WTF were they doing at 5am? Sounds like a party (not cake and ice cream) gone awry mixed with really bad judgement.

the entire story is tragic!! Did Richardson force the girls to "car surf"? Some accountability has to be placed on the injuried and killed, not just the driver of the car.

Yes, although local news outlets (Indy, Daily Sound, Noozhawk, KEYT, etc.) have been mentioning car surfing as being or possibly being involved, local law enforcement agencies have not.
The most definitive report so far has come from Noozhawk:
'Neither the District Attorney’s Office nor the California Highway Patrol has provided any details of what happened, but sources confirmed to Noozhawk that the woman who was killed — and another who was seriously injured — definitely were involved in a dangerous activity called “car surfing” at the time.'

Isn't "murder" intent to kill? Sure, if these allegations are true Richardson needs to go away for a long time, (maybe for life) but the increabile foolishness he displayed shows no INTENT to kill.
Also, Rsparks is correct in that the penalty for initial DWI/DUI offences is way too low.
