HOPEFUL OUTLOOK: Faced with an expired charter and recently listed as one of the 188 worst performing schools in the state, César Chávez Charter school is trying to prevent the end of Santa Barbara's only dual-immersion language school by reinventing itself and seeking approval for an entirely new charter.
