Depending on the trail it can cost a lot more; bridges, retaining walls, dynamite, drainage etc.

There is a lot of trash on our freeways and beaches. Also a lot of trail work and fire clearance that could be done on public lands. Let's get some benefit out of these prisoners.

I tend to agree with the comments laying the blame for this at the feet of the environmental impact / coastal development permitting process.
These kind of hideously expensive permits are part of a tapestry of opposition to small business in California. Make no mistake, it all boils down to money. You have to pay to play, and from the looks of things, residents in the funk zone didn't pay enough.

I don't see how AB 32 brings jobs to California. If forces all businesses to report and verify their greenhouse gas emissions which is an extra expense. It gives businesses outside of our borders an advantage when competing for costs. These costs will hit "green" energy companies just as much as any other company.
