One hundred days after taking office, Sheriff Bill Brown reported on the progress of his campaign promises. He announced the formation of a new blue ribbon commission to study jail overcrowding, and was encouraged by the possibility of $2 billion in state funds that might be used to build a re-entry facility in North County. Plans for a multi-agency foundation to replace the Sheriff’s Council have not panned out, he said, but the council may re-form under new rules. In an attempt to attract personnel, Brown has met with several developers to discuss reduced-rent projects on public land for new employees.
