State education superintendent Jack O’Connell charged that no progress has been made during the past five years in narrowing the statewide education achievement gap separating white and Asian students from blacks and Latinos. O’Connell claims statewide test scores show that poorer whites and Asians still perform better than even affluent Latinos and blacks. Genetics, he stressed, has nothing to do with the gap; institutionalized low expectations, he said, do.
