Yesterday I had occasion to eat lunch in Bakersfield. On every table in the restaurant was conspicuously placed a cardboard sign that read:

“Every Drop Counts in Kern / California is in a critical drought. / In order to conserve, water will only be served upon request. / If you would like a glass of water, please request it.”

Why have I not seen similar signs and policies in any Santa Barbara eating establishments?
