Creeks Division Tries to Explain Foam

City Creeks Division officials could not explain the foam floating on Mission Street below the Montecito Street bridge on 10/14, but speculated that it might have come from soap or detergents, which are toxic to fish and other wildlife. Water tests taken near the bridge just after the rain on 9/21 detected detergent residue, possibly from people washing cars on streets whose storm drains empty into the creek at that location.
