The Montecito Planning Commission ended an 11-hour hearing on the matter of developer Rick Caruso’s plans for the Miramar resort without a conclusion for or against the project, but a decision to make a decision on 8/6 instead. Critics-including some of the people who spoke at the hearing-insist that Caruso has so departed from what previous developer Ian Scharger got county approval for in June 2000 that a new environmental impact report is necessary.
