Child Annoyer Arrested in Carpinteria

Officers from the Santa Barbara County Sheriff’s Department arrested a registered sex offender for failure to re-register in Santa Barbara County.

Lifeguards alerted authorities that Joaquin Carreno III, 47, a Carpinteria native who according to the Megan’s Law website has been convicted for “molesting/annoying” children, had been seen on the beach in Carpinteria talking to himself.

After an investigation, the Sheriff’s Department determined that Carreno, last known to live in Buellton, was living in his car in Carpinteria, a violation of Megan’s Law, which provides Californians with information about sex offenders in their area. The law requires that registered sex offenders register with local law enforcement within five days of moving to a new location, which Carreno failed to do.

Detectives arrested Carreno for violating the registration requirements. He was taken into custody at the Santa Barbara County Jail on $20,000 bail.
