There are two sides to this:
1. Local law enforcement agencies have been gearing up for crowd control with the backing of Homeland Security ever since 9/11. SBPD was funded for about a million dollars including the Bearcat, riot gear, and automatic weapons. They have been practicing with it and probably have been anticipating occasions on which to put it into use. Much of this escalation came on the heels of the Occupy movements which were staged in response to the bank bailouts. Police departments have also been receiving large donations from Wall Street banks. I will let you read between the lines.
2. Isla Vista has been increasingly becoming a party destination. This is evidenced in the increasing percentage of the resident population that are attending SBCC rather than UCSB. There is a significant contingent of so called students that are living there for the sole purpose of partying. This population, with the facilitation of social networking technology, is able to dramatically amplify the problem by calling on large networks of friends from out of the area to come join the party.
Parents need to check themselves. Is your kid in college to get an education? Really? Are your politics supporting the expanding powers of a totalitarian police state? In particular, please question the economic basis for your politics, i.e., do you have assets that may lose value if Wall Street loses control of the government?

Ken sounds like the most reasonable voice in all of this. I'd support him from the stodgy old conservative side. If the students recognized someone was looking out for them I bet they would come out and vote.

The Mayor would be a person elected by the local residents to whom the local law enforcement would report. Without a Mayor there can be no civility.
