A possible change to Santa Barbara’s inclusionary housing ordinance could lower the number of middle-income affordable units a development needs to include to only five units – down 50 percent from the current threshold. The ordinance, approved in 2004, affects city developers building new units or converting old ones. On 5/24 the Housing Policy Steering Committee voted to change that percentage in certain instances as well.
