The Santa Barbara City Council adopted the Ahwahnee Water Principles, a checklist of general declarations promoting water conservation, recycled water use, and the reduction of urban runoff. New Councilmember Dale Francisco said he did not want the principles to force people into expensive measures when remodeling. Councilmember Das Williams said Santa Barbara “should not rest as a city until we use all of our water twice.”
