The supervisors were thrilled to hear $5 million would be returned to the county’s General Fund on 12/14, and that they would still be able to implement emPowerSBC. That’s because of a new approach cooked up by staff in the Housing and Community Development department will allow them to use federal grants to fund a pilot program, which will allow homeowners to get low-cost loans to upgrade their homes with water conservation and renewable energy projects.
