County Manager Resigns Amid Credit Card Misuse Allegations

Brian Passaro has resigned as general manager of the county’s Mosquito and Vector Management District in the wake of a report issued by the Auditor-Controller’s Office that suggested he made a number of unallowable purchases on a county credit card. Passaro stepped down on 11/1 after three years at the helm. District Biologist Kenneth Learned will serve as interim director until a replacement is found, and the investigation into Passaro’s questionable credit card use — which included the purchase of alcohol, kid’s items, and excessive meals out — will continue.
