An ambitious program is in the works at Santa Barbara City College to offer free tuition and books to graduating high school seniors along the South Coast. The offer would be open to students of any socioeconomic or ethnic background and cover a full load of courses and books for their first two years out of high school, according to Geoff Green, CEO of the SBCC Foundation. It would also be open to graduates of private high schools and homeschooled students. Green expects the program to be in place this fall.
