The Santa Barbara County Board of Supervisors decided not to chip in $15,000 toward a regional environmental impact report (EIR) on the banning of single use bags as a member of BEACON, or Beach Erosion Authority for Clean Oceans and Nourishment. BEACON — a multi-jurisdictional joint-powers agency — is composed of the counties of Santa Barbara and Ventura, as well as the cities of Goleta, Santa Barbara, Carpinteria, Ventura, Oxnard, and Port Hueneme. The supervisors voted 3-2 to give money toward the regional EIR, but needed four votes to move forward. Carpinteria has already made a move toward banning plastic bags in its city.
