Santa Barbara Superior Court Judge Thomas Anderle maintained his tentative decision to allow Westmont College to proceed with its campus expansion plans. The citizens’ group opposed to the plan-represented by attorney Barry Cappello-said the project is inconsistent with the “residential low intensity, semi-rural character” of Montecito, but the judge-siding with the Board of Supervisors-wrote that the inconsistency was not, to him, “readily apparent.”
