Residents of Montecito, Summerland, and Toro Canyon may have to reduce water consumption. The Montecito Water Districtdeclaring a water emergency due to what it calls limited state water sourcesissued Ordinance 89 this week, which places a one acre-foot-per-year water allowance on every acre of property.
