The Santa Barbara International Film Festival on 10/13 announced the first award recipient for its 2009 installment: Spanish actress Penelope Cruz, who is being honored with the Performer of the Year award. Cruz this summer appeared in the Woody Allen film Vicky Cristina Barcelona.
