There is an urban development delineated by County Planning; it extends from the coast to the foothills. County Planning seems to want to urbanize ("in-fill") the Hollister corridor between City of SB and Goleta with a continuous strip mall. Since County Planning can't dictate high density housing in City of SB, Goleta or Montecito (which have their own planning departments), it seems like county planning is playing the "workforce housing" card in the regions it does have input on.

Get rid of all the traffic lights and replace them with STOP signs. Much more efficient than leaving cars idling with no cross traffic.

Indeed, our society does value some occupations over others for better or for worse. I am encouraged that the author has the thoughtfulness to understand these concepts and I'm sure will (perhaps later rather than sooner) find a calling that can fulfill his intellectual, social as well as material needs.
Unfortunately, we are also the society that values "the Karshadians". So, I am not real confident that the majority of our society will figure and work it out like Peter will.

If SB wants a Target, maybe they could put it in the upper State Macys location (La Cumbre Plaza). The city does NOT need two Macy's stores.
I applaud SB City Council for NOT considering the airport location, as it is really Goleta (despite the what-I-consider-illegal SB land grab for the airport & adjacent property).
Sears already owns the Sears in La Cumbre and KMart in Goleta. I would love to see those two crappy stores some competition!
