Governor Arnold Schwarzenegger’s dream of establishing universal health care in California died in the State Senate Health Committee on 1/28. Legislative analysts doubted the plan’s financing, and only one of eleven Senators votied to send the bill to the Senate floor. Senators had difficulty swallowing the plan’s “individual mandate”-a requirement that all residents have health insurance. Many Senators believed the requirement would place an undue burden on struggling families.
