When it comes to locating a Target department store on 15 acres of land adjacent to the airport, developer Andrew Bermant is hoping the third time will be the charm. Bermant—who formerly held the lease to the land—and Target sought Santa Barbara City Hall’s support to study the project’s potential benefits and impacts as part of a joint inquiry conducted with the City of Goleta. While the land in question is located on property owned by the City of Santa Barbara, it’s an island surrounded by the City of Goleta. In the past, Goleta officials had expressed concern that Santa Barbara would reap all the benefits—$700,000 a year in rent and another $750,000 a year in sales taxes—while they were forced to deal with such negative impacts as additional traffic. Santa Barbara officials have twice rejected the proposal partially in deference to Goleta’s concerns.
