The next phase of the Highway 101 widening project is set to start in September, with the California Transportation Commission picking up the $60 million tab. Phase 3, the Linden and Casitas Pass interchanges project in Carpinteria, is a four-year project. Caltrans is still revising plans for Phase 4 — the 10-mile carpool lane from Santa Barbara to Carpinteria — after a judge ordered its environmental review inadequate due to its impact on city intersections.
