Sad or satire? The proclamation read at City Council a few weeks ago got a laugh out of a few of us. Proclaiming September as 'National Alcohol and Drug Recovery Month' the people of Santa Barbara were called upon to "observe this month with appropriate programs, activities, and ceremonies supporting this year's theme, 'Join the Voices for Recovery: Saving Lives, Saving Dollars." Meanwhile State Street is bulging at the seams with bars and clubs and Santa Barbara has the most liquor licenses per capita in the State. An estimated 22 million people in the U.S. have faced a substance abuse disorder in the past year. That's not funny.
