Robert Goodwin, a leader in the Goleta water wars of the 1970s, died this week in Livermore. Goodwin served as the attorney for the Goleta Water District after a slate of well-educated young Goletans unseated incumbent board members they accused of bringing the fast-growing community to the brink of a water crisis. The new board then imposed a moratorium on new hookups but eventually was ousted by pro-growth factions.
