Water for Thousands of Housing Units?

I must be missing something here. How can the State of California require nearly 25,000 more housing units in the middle of what is a 20-year drought, according to some experts.

Even if only one half are built, where is the extra water to come from while we are again in a water rationing situation? Some water people say the situation is already critical.
