Rebutting critics who charge that county officials have failed
to deliver what was initially promised when Measure D was approved
in 1989, the Santa Barbara grand jury concluded, “All construction
projects in the original Measure D Expenditure Plan have been
completed on or ahead of schedule with the exception of the Highway
101 widening project, which was cancelled in 1993 as a result of
public opposition.” The jury faulted elected officials for failing
to offer the public encouraging reports of how the $300 million has
been spent thus far. While the jury took no position on recent
plans to increase the sales tax surcharge by one-quarter cent or to
expand funding for alternative transportation measures, it did
state that if Measure D is not renewed, the community would suffer
a dramatic deterioration of road quality.
