In response to complaints about downtown Santa Barbara’s rowdy nightclub scene, a city ordinance passed on 9/15 creates a public review process for three tiers of dance permits: nightclubs, restaurants playing unamplified music three nights a week until 1 a.m., and special events hosts. City Council asked the ordinance committee to discuss amendments allowing low-level amplification at second tier venues, and exempting small venues without dance floors from a permit requirement.
