Representative Lois Capps voted along party lines against a reauthorization of the Student Success Actâmore commonly known as No Child Left Behindâaimed at transferring power to states and local districts. The bill âwhich is expected to die in the Senateâwould cut several federal programs and, save for Title 1 funds, lock in appropriation rates at post-sequestration levels for five years, effectively cutting $1 billion. âUnfortunately, Lois Capps wants more bureaucratic interference in our childrenâs education,â said a spokesperson for the National Republican Congressional Committee.
