Oil In, Oil Out

If the removal of oil production from Santa Barbara County is such a good idea, I think that it should be coupled with a provision that requires fossil fuel consumption to be no greater than fossil fuel production from within the county. Why should we be allowed to consume dirty energy that is produced elsewhere?
