In response to President George W. Bush’s mid-January signing of a waiver exempting the U.S. Navy from an injunction creating a no-sonar zone off the coast of Southern California, Federal Judge Florence-Marie Cooper ruled on 2/5 that the waiver was invalid and that the Navy must indeed cease and desist the submarine-hunting exercises harmful to the hearing of whales. The Navy is undertaking no exercises currently.
