Kenneth Rasmuson, the first officially designated sexually violent predator to be released in Santa Barbara County is now registered as “transient” on the Megan’s Law database, and is reportedly sleeping in his car, having failed to find permanent lodging. However, he continues to be under 24-hour guard by Liberty HealthCare agents.
