Trapped in Goleta

My husband and I live off Bradford, near Winchester Canyon and Calle Real. Yesterday, during a walk, I saw they have us cut off, as they are repairing all the main roads that go in and out of this area. Of all the ridiculous things, they are doing them all together.

I was able to get out in the car by taking the side roads, but it has made it impossible for the 23 and 25 buses to make it into our area. People who do not drive have no way of getting out of here unless they walk. Even then they have to avoid certain streets.

My question is why could they not do one at a time? It seems like bad planning to do it all at the same time.
